NEW YORK

Buffalo is ground zero for ICE enforcement
Investigative Post — September 3, 2026

A new analysis of federal ICE records finds that 515 people were arrested in Buffalo during 2026 through August 5, 75% of people arrested across upstate New York had no criminal record, and about half had active immigration cases, providing significantly more granular evidence about how federal enforcement has changed across Western New York.

The investigation reports more than 2,900 ICE arrests across a 48-county upstate region during 2026 through August 5, including nearly 350 in Rochester and almost 200 in Syracuse; it also finds particularly sharp increases in Niagara Falls and Corfu.

The Buffalo figures are especially notable: among ICE arrests there since President Trump returned to office, Investigative Post reports that 89% involved people with no criminal record. Those administrative records therefore reinforce the distinction between an immigration arrest and an arrest based on criminal conduct.

IMMIGRANT INTEGRATION

Western New York data connect immigration enforcement to the regional workforce

Investigative Post identifies restaurant workers, roofers, truck drivers and other employed immigrants among populations affected by increased enforcement and reports that half of upstate arrestees had active immigration proceedings. The findings create an important integration question for New York: how detention and departure affect employers, household income, consumer spending, tax bases and labor supply, particularly in communities with already constrained workforces.

IMMIGRANT INTEGRATION FACT OF THE DAY

Nearly two-thirds of Central American-born New Yorkers reported speaking English less than “very well.”

Among New Yorkers born in Central America, 64.8% spoke English less than “very well” in 2021, compared with 42.1% of South American-born New Yorkers and 37.8% of Caribbean-born New Yorkers, according to IIIRP’s Data Gateway fact sheet.
